Real Estate Slump in August 2026: Transactions Hit 24-Year Low

According to data from the Chief Economist at the Ministry of Finance and the Central Bureau of Statistics, the Israeli housing market experienced a notably weak August 2026. A total of 7,532 apartment transactions were recorded, including subsidized housing.

An analysis by Avi Shakuri, a senior analyst at Psagot Sigma Capital Markets, reveals that this is one of the lowest figures for August in Israel since 2002—a span of 24 years. This represents a 1.3% decrease compared to August of last year. However, focusing solely on the free market, excluding government-subsidized apartments, transactions dropped more sharply to 6,242, a 5% decline year-over-year.

"The free market is feeling the pressure as high interest rates and cautious sentiment sideline major segments of buyers, particularly home upgraders," noted market observers.

Divergent Trends Among Buyers and Regional Disparities

Shakuri highlighted a striking shift in buyer demographics. First-time homebuyers rushed into the market, accounting for 4,839 transactions—a jump of approximately 12% compared to last August. Conversely, home upgraders attempting to sell existing properties for larger homes virtually vanished, recording only 1,616 transactions, a severe 27% drop.

Regional differences were equally stark:

  • Jerusalem: Saw a massive 40% surge in first-time buyer purchases.

  • Haifa: Registered a 31% increase in first-time buyers and a 40% rise in free-market new apartment purchases.

  • Tel Aviv: Experienced a 23% drop in first-time purchases and a dramatic 30% collapse in second-hand sales.

  • Netanya: Posted a 30% decline in first-time home purchases.

  • Rehovot: Bucked the trend with a 10% increase for first-time buyers and an 8% rise in second-hand transactions.

Investors Exit and Developer Financing Incentives

Meanwhile, the flight of real estate investors continued. Investors purchased only 1,077 apartments in August—a 2% decrease from last August—while selling 1,171 units. This brought a net reduction of 94 apartments in investor hands for the month, continuing a steady shrinkage that has surpassed 8,700 units since late 2021. Foreign resident purchases remained low at 115 transactions, with nearly half concentrated in Jerusalem.

Financing incentives offered by developers have surged back, accounting for 30% of sales—up 10 percentage points from November 2025. The highest rates of such financing were in Hadera (73%) and the Center region (38%). Shakuri concluded that most contractors ended the month with net cash flow close to zero.
