Israel Labor Market Sees Surge in Resumes and AI Use as Open Jobs Remain Flat
Israel's labor market shows a surge in resume submissions and recruiter activity in October, yet open positions remain stable, leading to increased competition and wider adoption of AI tools by employers.

The Israeli labor market has returned to routine following the summer vacations and the holiday season, bringing a surge in resume submissions. However, the latest data for October from the Jobnet employment portal and the Civi AI recruitment system reveals a complex landscape: while recruiter activity and applications have increased significantly, the number of open positions remains largely unchanged, pointing to rising competition per job.
Compared to September, recruiter activity in October jumped by approximately 21%, while resume submissions surged by about 27%. Even when compared to June, prior to the holiday season, recruiter activity was roughly 11% higher and the rate of incoming resumes rose by 8%. Despite this heightened activity, the total number of open vacancies remained stable.
Rising Hires Amid Increased Competition
For job seekers, the primary takeaway is heightened competition for each available role. However, industry experts note that an increase in applications does not necessarily reflect a larger pool of job seekers, as individual candidates often apply to multiple positions. At the same time, the index highlights an encouraging trend: the number of candidates who successfully secured employment rose by about 27% compared to June, indicating that recruitment processes are successfully progressing despite the stable number of openings.
Gilad Ayalon, CEO of Jobnet, emphasized the importance of tailored applications in the current climate. "The rise in successful placements is an encouraging sign that the labor market continues to move," Ayalon said. "For job seekers, the data underscores the importance of tailoring resumes to each specific role rather than sending a generic document. For employers, the challenge is managing an efficient and focused recruitment process to avoid missing qualified candidates amid the flood of resumes."
The Growing Role of Artificial Intelligence
To cope with the influx of resumes, employers are increasingly turning to artificial intelligence tools. According to Civi AI data, the volume of actions performed using AI tools within the platform in October more than doubled compared to June, jumping by about 73%, though part of this increase is attributed to newly introduced platform capabilities.
Among the new tools is AI MATCH, which ranks the fit between candidates and open positions and enables natural language searches across existing talent pools. Shai Bachar, CEO of Civi AI, noted: "We see a more active recruitment market, but not necessarily one with more open positions. The challenge for employers is not just attracting candidates, but knowing how to identify the right people from a growing volume of resumes."
The October data indicates a clear return to activity following the holidays, leaving open the question of whether employers will eventually expand job openings or continue focusing on filling existing roles.
