The Ministry of Transport, through its Emergency, Security, Information and Cyber Division and the Aviation Security Operations Center (ASOC), issued a clarification on October 7, 2026, regarding security directives for 2026. The updated protocols concern background checks for aircrews and strict limitations regarding their citizenship.

The directives entered into force immediately and apply to all aircraft operators and airlines flying to Israel or transiting through its airspace. According to the announcement, the requirements cover all commercial flights, both scheduled and charter, landing at Israeli airports or crossing Israeli airspace.

New Requirements for Airlines

  1. Background and security checks for all crew members

Airlines are obligated to ensure that all crew members assigned to operate flights, both in the cockpit and the cabin, have undergone up-to-date background and security checks in accordance with national regulations.

  1. Citizenship verification and restriction of restricted nationalities

Airlines must verify that crew members do not hold citizenship, including dual citizenship, of a country that does not maintain official diplomatic relations with Israel.

  1. Immediate adjustment of crew rosters and work procedures

Airlines are required to adjust their crew scheduling and operational procedures immediately, ensuring full compliance prior to operating flights related to Israel.

Enforcement and Penalties

The Ministry of Transport warned that non-compliance with the requirements could lead to the immediate revocation or cancellation of entry permits into Israel's airspace.

The updated directive extends citizenship restrictions not only to cockpit crews but also to cabin crews, while expanding oversight to all flights transiting through Israeli airspace.
