Israel Housing Prices Stall as Market Returns to 2024 Levels
New apartment prices in Israel have returned to levels seen four years ago, driven by market stagnation and a surge in government-subsidized housing transactions.

The latest housing price index released by the Central Bureau of Statistics reveals a striking stagnation, showing that new apartment prices have essentially returned to levels seen four years ago. Buyers making transactions today are paying roughly the same amounts recorded back in October 2024, highlighting a prolonged period of market consolidation.
Market Stagnation and Financing Schemes
The real estate market has experienced a year of hesitation. While secondhand apartment prices drifted lower, newly built units saw artificial support through aggressive developer financing schemes, such as the 10/90 promotions. These financial engineering tools kept nominal prices elevated or stripped buyers of traditional discounts.
According to the Central Bureau of Statistics, apartment prices have effectively stagnated over a four-year horizon, balancing out periods of sharp gains and subsequent cool-downs.
The Shift Toward Government Subsidies
A critical structural change lies in the composition of market transactions. Subsidized government programs now account for roughly 45% of all sales, compared to just 20% during previous peaks. This massive expansion of discounted housing implies that the open free market has contracted significantly.
-
Subsidized apartments represent nearly half of current new home sales.
-
Peripheral cities are seeing modest price growth, offsetting drops in central areas.
-
Tel Aviv and central districts recorded larger price corrections this year.
Regional Divergence in Pricing
Between January and September, the official index for new apartments edged up by a mere 0.6%. This national average masks a deeper regional divergence. While high-demand metropolitan centers like Tel Aviv and the central region registered notable price declines, peripheral towns experienced slight upward momentum, stabilizing the overall index.
