Haifa to Implement Smart Traffic Lights That Turn Green Upon Pedestrian Approach
The Haifa Municipality has completed a two-year pilot for a system that detects pedestrians and activates a green light without the need to press a button. Following the experiment's success and Ministry of Transport approval, the system will be expanded to additional city intersections.
The Haifa Municipality has successfully completed a two-year pilot for an innovative technological system that automatically detects pedestrians and activates the green light for them, even without pressing the crossing button. Following the success of the pilot and approval from the Ministry of Transport's experiments committee, the municipality will expand the use of the system to additional intersections.
According to data from the "Or Yarok" association, based on Central Bureau of Statistics figures, in 2025 Haifa topped the list of Israeli cities for the number of pedestrians injured at crosswalks. During the year, 104 pedestrians were injured in the city—one was killed and 11 were seriously injured—surpassing Jerusalem and Tel Aviv, which each recorded 100 injuries. Over the last decade (2016–2025), 1,122 pedestrians were injured at crosswalks in Haifa, 16 of whom were killed.
Nationally, 1,371 pedestrians were injured in 2025 while crossing at a crosswalk, accounting for 83% of all pedestrian road injuries. Of these, 33 were killed and 228 were seriously injured, with nearly all accidents (97%) occurring within city limits.
The system detects the pedestrian and extends the green light
The system, developed for the municipality by "Shikun & Binui Solel Boneh - Menora Systems," utilizes advanced video analytics cameras. Upon detecting a pedestrian approaching the curb, it sends an immediate command to the traffic light controller, switching it to green within seconds.
The system is equipped with two smart sensors:

A cancellation sensor: detects if a pedestrian has left the area or crossed on red, canceling the request.

An extension sensor: tracks those crossing and automatically extends the green light duration for the elderly, people with disabilities, or anyone crossing slowly.
Initially, the system was piloted at 7 Oscar Schindler Street, at a signalized crosswalk featuring a traffic island. It was tested under various traffic conditions and times of day, providing a unique solution for parents with children, the elderly, and those who avoid pressing the button.
"Reducing traffic accidents and protecting human lives are a central goal for us. This innovative system is an excellent example of how technology can save human lives," said Haifa Mayor Yona Yahav.
Eng. Hagit Rotter, Director of the Traffic and Technology Center at the Haifa Municipality, stated that the system adds a smart layer of protection, ensuring that even those who do not press the button have an opportunity to cross safely. Evyatar Hachmon, CEO of Menora Systems, added that their commitment to Haifa is expressed through a continuous effort to harness technology to improve road safety.
