German Intelligence Warns of Escalating Russian Shadow War and Direct Conflict Risks
German intelligence warns that Russia is escalating a shadow war, increasing the risk of a direct conflict as fighting and drone strikes intensify across Ukraine and Russia.

German intelligence has warned that Russia is escalating its shadow war against European democracies, raising the risk of a direct violent clash with Moscow. During an annual parliamentary hearing, Federal Intelligence Service (BND) chief Martin Jaeger stated that the confrontation has reached a dangerous new dimension, pointing to incidents such as an alleged Russian explosive drone attack targeting Leipzig's international airport in August.
Jaeger noted that while Moscow might resort to low-intensity military actions against the Baltic states of Lithuania, Latvia, and Estonia, a full-scale assault on NATO territory remains unlikely. However, he emphasized that Russian President Vladimir Putin has crossed the threshold where he can halt the war in Ukraine without jeopardizing his own regime, warning that the conflict is entering an increasingly severe phase ahead of the winter months.
Meanwhile, intense aerial bombardments continue in Ukraine, where Russian forces have increasingly deployed fast, low-cost jet-powered drones against infrastructure in Kyiv. Ukrainian President Volodymyr Zelenskyy recently acknowledged that air defenses are currently intercepting roughly 60 percent of these projectiles, primarily utilizing fighter jets. In response, Kyiv has accelerated counter-measures, installing automated artificial intelligence-controlled machine-gun posts across the capital to neutralize incoming threats.
Simultaneously, Ukrainian officials vowed to redouble long-range drone strikes targeting Russian energy facilities deep within Russian territory. Defense Ministry estimates suggest that recent operations against domestic refineries have successfully impaired over half of Russia's refining capacity, a claim indirectly supported by Putin's recent acknowledgments regarding economic impacts at the Valdai Discussion Club. As hostilities persist, localized ground and air strikes continue to claim casualties, underscoring the relentless nature of the ongoing war.
