Israel's Ministry of Heritage has declared the security shelters in the Gaza envelope as official antiquities and national heritage sites to preserve historical evidence of the October 7 attacks.

Three years after the devastating October 7 attacks by Hamas, Israel's Ministry of Heritage has officially designated the security shelters (migoniyot) across the Gaza envelope as official antiquities and national heritage sites. Heritage Minister Amichai Eliyahu announced the decision to regional council heads and the Israel Antiquities Authority, ensuring structural protection for shelters such as the one where Aner Shapira was killed.

The decision follows extensive staff work to halt local initiatives and bureaucratic efforts to "clean up the area," which included clearing, repainting, and plastering over structures scarred by gunfire. While the Antiquities Law of 1978 originally applied to artifacts from before 1700, Section 1 grants the minister discretionary authority to declare later assets as antiquities due to distinct national historical value.

Heritage Preservation and Legal Protection

Minister Amichai Eliyahu emphasized the historical gravity of the move, stating:

The events of October 7 carved a deep wound in our flesh, yet also revealed immense strength and heroism. The shelters scattered across the Gaza envelope became arenas of survival, blood, and boundless bravery. Our duty to future generations is to ensure these stories are told from the spaces themselves, rather than disappearing under bureaucratic impulses.

Ministry officials stressed that the declaration does not involve expropriating the shelters or transferring property rights to the state. Instead, it imposes a strict "preservation regime," permanently banning any physical modifications without explicit coordination and professional approval from heritage and antiquities authorities.

Memorial Sites for Future Generations

The binding directives have been forwarded to all field execution teams to guarantee that these war-torn structures remain untouched. They will stand as living testimonies, commemorative sites, and focal points of remembrance for bereaved families and the entire nation.
