Israel Expands International Construction Tenders to Ease Labor Shortages
Israel's Ministry of Construction and Housing is expanding international construction operations to combat severe labor shortages, boost competition, and accelerate project timelines amidst ongoing industry challenges.

Amid a severe labor shortage crisis in the construction sector, the Ministry of Construction and Housing is working to expand the operations of international construction companies in Israel. The initiative aims to increase construction volume, boost market competition, and shorten project execution timelines.
Promoting Foreign Companies
As part of this effort, the ministry recently hosted a professional conference in Tel Aviv with ambassadors, embassy representatives, and economic attachés ahead of publishing a new call for proposals for foreign construction firms. Foreign representatives were asked to help distribute the call in their home countries to attract experienced contractors with advanced professional capabilities.
According to the ministry, the move is part of a government resolution to accelerate the real estate sector, backed by an additional budget to scale up engagement with international firms. Ministry CEO Yehuda Morgenstern stated that integrating international expertise and execution capabilities is crucial for strengthening the industry and diversifying its workforce.
Industry Challenges and Budget Disputes
Michal Aran, senior division manager for strategy and policy, added that cooperation with diplomatic missions will help identify quality firms. The new call for proposals is expected to be published soon.
Meanwhile, employers in construction, industry, and commerce recently criticized the Ministry of Finance for delaying a 10 million NIS budget transfer to the Population and Immigration Authority. Employers claim the delay stalls the entry of approximately 20,000 foreign workers into the construction sector.
