Former Mossad Director David Barnea was appointed chairman and president of the defense technology firm Ondas just two months after stepping down from his intelligence post, sparking questions over the statutory cooling-off period. Under Israeli civil service regulations, departing public officials are generally subject to a mandatory cooling-off period of at least one year.

The Prime Minister's Office declined to provide full details regarding the approval process for Barnea's appointment, citing exemptions under the Freedom of Information Act concerning Mossad operations. Following a freedom of information request filed by local media and the HaTslacha transparency organization, the Prime Minister's Office stated that the matter was reviewed by competent authorities in accordance with the law and duly approved.

Ondas Appointment and Regulatory Questions

Barnea concluded his tenure as head of Mossad last June, and by August, the US-Israeli defense holding company announced his appointment. The swift transition raised concerns regarding potential conflicts of interest between his former intelligence leadership and his new role in the defense technology sector. While standard public service laws mandate a one-year hiatus, intelligence and law enforcement authorities can face even stricter restrictions of up to three years.

Ondas operates extensively in defense-related technologies, including drones, autonomous systems, robotics, and mine clearance equipment. The company frequently recruits high-ranking former security officials and acquires Israeli tech firms. Elad Man, legal counsel for the HaTslacha organization, emphasized that greater transparency is warranted when handling potential conflicts of interest involving high-ranking intelligence chiefs.
