New EU Airline Baggage Rules: What Passengers Need to Know for 2027
New European Union baggage regulations taking effect in October 2027 mandate free small personal items and price transparency, impacting low-cost carriers and travelers flying between Europe and Israel.

Travelers frequently celebrate new European Union rules aimed at ending hidden fees and baggage restrictions by low-cost airlines. Starting October 23, 2027, the regulations promise increased price transparency and standardized rules, though passengers should examine the fine print regarding free baggage allowances.
What the New EU Regulation Actually Permits
While many believe the regulation mandates free trolley bags for everyone, the official text of Regulation (EU) 2026/2202 clarifies specific limits. The universal free allowance applies exclusively to one small personal item, such as a small backpack, laptop bag, or handbag measuring up to 40x30x15 cm and fitting securely beneath the seat ahead.
Airlines remain permitted to charge separate fees for larger cabin trolley bags placed in overhead lockers. Budget carriers can continue offering base fares that exclude overhead luggage while standardizing dimensions across the industry to eliminate confusion at boarding gates.
Key Benefits and Impact on Israeli Travelers
Significant improvements include mandatory upfront pricing transparency across booking engines and airline websites, displaying total costs early in the search process to prevent last-minute surprises.
For passengers departing from Israel, the application of EU rules depends on the airline and route. Flights operated by European carriers from Israel to Europe fall under the new framework, while flights operated by Israeli carriers such as El Al Israel Airlines, Arkia Israeli Airlines, or Israir Airlines are not directly bound by EU regulations for outbound legs. However, return flights departing from any European Union airport to Tel Aviv are fully covered regardless of the operating airline.
