Israeli Defense Firm EMTAN Opens M4 Rifle Plant in Azerbaijan

Israeli defense firm EMTAN inaugurated a new M4 rifle manufacturing plant in Azerbaijan alongside President Ilham Aliyev, highlighting a global industry trend toward localized production and Western defense technology transfer.

Israeli defense company EMTAN has inaugurated its new assault rifle manufacturing plant in Azerbaijan, alongside President Ilham Aliyev and First Vice President Mehriban Aliyeva. The landmark event was attended by high-ranking officials, including EMTAN owners Avihay Stolero, Ravid Ankonina, and Oren Ankonina.

This upgraded facility, owned by the Azerbaijani government, is the country's first to produce Western-standard M4 rifles, transitioning away from standard Kalashnikov production. The manufacturing venture is part of a joint partnership between EMTAN, Azerbaijan's Ministry of Defense Industry led by Minister Vugar Mustafayev, and the local Iqlim Scientific Production Enterprise.

Global Trend Toward Local Manufacturing

The deal underscores a broader international defense trend emphasizing domestic production and minimal foreign dependency. Having previously secured deals in the Philippines and Albania, EMTAN is eyeing additional agreements that will similarly feature localized manufacturing.

EMTAN specializes in advanced small arms systems. Over the past year and a half, the company has tripled its workforce to approximately 60 employees, more than doubling its manufacturing output. The company is currently expanding into new product lines, including pistols and designated marksman rifles, having recently entered a Ministry of Defense tender for precision weaponry. Despite its rapid growth, EMTAN has no immediate plans for an IPO.

Expansion and Military Ties

EMTAN's prominent domestic activities stem from winning an Israel Defense Forces (IDF) tender in May of last year to supply M4 rifles to combat units. Following a brief disqualification and a re-tender, EMTAN secured the contract. Now, through the Azerbaijan joint venture—valued at tens of millions of dollars for the initial production of tens of thousands of rifles—the Israeli company is providing critical technology and know-how to implement Western standards.

During the ADEX defense exhibition, Minister Mustafayev presented the first locally manufactured M4 prototype to President Aliyev and Defense Minister Zakir Hasanov. A senior executive in Israel's defense industry told Calcalist: "Azerbaijan's Minister of Defense Industry used the exhibition gala to clarify that anyone wishing to operate in the country must transfer local production. From their perspective, there is no other way to do business."

Broad Israeli Presence

EMTAN was not the only Israeli defense firm present at ADEX. Companies including Aeronautics, Plasan, UVision, Bagira, and Bird Aerosystems also participated. Notably, Ondas Holdings maintained a significant Israeli presence led by former Mossad chief and current Ondas President and Chairman Yossi Cohen.

Israeli defense technology is well-established in Azerbaijan, featuring Elbit Systems' Hermes 900 drones, Israel Aerospace Industries' Barak MX air defense systems, and Rafael Advanced Defense Systems' Spike tactical missiles. Unlike many other international buyers, Azerbaijan has operationally deployed these systems in recent conflicts.

"The US and China are the two global superpowers, and there is no third," Azerbaijani President Ilham Aliyev recently declared, signaling a shift in Baku's geopolitical posture away from traditional reliance on neighboring Russia.
