Israel Faces Massive Bill to Compensate Defense Contractors Over Debt

Israel's defense establishment is facing a severe cash-flow crisis, leading to the accumulation of a massive debt of approximately 17 billion shekels owed to the country's three major defense contractors: Elbit Systems, Israel Aerospace Industries (IAI), and Rafael.

To alleviate the pressure, the Accountant General's Department at the Ministry of Finance is formulating an agreement to compensate these companies for financing costs incurred due to prolonged payment delays. This arrangement is expected to cost taxpayers hundreds of millions of shekels annually just to cover financing expenses for the current debt level.

The payment crisis stems from ongoing disputes over the defense budget and political disagreements regarding funding sources. While the defense budget has surged due to financing around 57,000 reservists across three security zones, the Ministry of Defense has delayed payments to suppliers for months while continuing to order weapons systems.

For the military, the agreement serves as vital oxygen, providing critical breathing room during a budget crunch. The IDF hopes the compensation will reassure defense contractors' boards of directors and accelerate production lines, though the repayment of the original debt is expected to take a year or more.
