New safety regulations expanding liability to work commissioners are slated to take effect this coming Sunday, but the Builders Association is demanding a postponement. The regulations apply to all project commissioners, not just construction developers, but hold massive weight in the construction sector. Ahead of the rollout, the Labour Safety Administration announced a special enforcement operation, triggering pushback from the Association who argue the enforcement fails to match industry realities.

Association Demands Delay

On Thursday morning, the Association filed a formal demand through the Gornitzky law firm to delay the implementation date until proper infrastructure is fully ready. According to the letter, required online forms for reporting work commencement, completion, and safety controller replacements are still missing. Furthermore, the Administration's published FAQ document explicitly states that answers to core questions will be provided later, indicating the regulator itself is unprepared.

"It is unreasonable that on the eve of the regulations taking effect, many substantive questions remain unanswered while contractors are required to comply with new demands," the Association stated.

Safety Officer Shortages

The Association also highlighted severe difficulties in filling safety officer positions across the industry. Current rules mandate a safety officer at any site employing at least 50 workers, a requirement that will now expand dramatically. If the demands are not met and enforcement is not postponed, the Association warned it will turn to the courts, including filing petitions for interim injunctions.

Ronnie Bick, President of the Builders Association, stated: "The Ministry of Labor and the head of the Safety Administration are ignoring the fact that the industry has no ability to comply with some of the new regulations. This irresponsible action will shut down thousands of construction sites without providing solutions to a crisis they created."
