Tel Aviv Committee Recommends Municipal Takeover of Beit Romano Complex
The Tel Aviv-Yafo Local Planning and Building Committee recommended transferring Beit Romano to full municipal ownership while expanding three towers by six to seven floors to increase housing and commerce.

The Tel Aviv-Yafo Local Planning and Building Committee recommended depositing a plan to transfer the Beit Romano cultural and nightlife complex into full municipal ownership. In exchange, building rights in other areas will be increased, allowing three approved towers to rise by an additional six to seven floors and adding space for housing, employment, and commerce.
Preservation and Municipal Ownership
Under the plan, Beit Romano will be designated as a public plot, continuing to host cultural, artistic, and community activities alongside commercial and creative employment uses. Built around 75 years ago as a commercial building, the four-story complex surrounding an open courtyard has evolved into a major nightlife and culinary hub. The municipality emphasizes that the initiative aims to preserve the architectural values and unique character of the structure.
Expanding Towers and Affordable Housing
The plan spans approximately 11.5 dunams and includes three areas: Beit Romano, Niva Gat Rimon, and Menachem Begin 64 in the Yitzhak Sadeh and Hassan Arafe areas. Public spaces approved in the commercial complexes will be transferred to Beit Romano, while additional residential and employment rights will be allocated elsewhere.
"The plan combines the preservation of a site with immense cultural and public importance with intensive urban development and an expansion of the housing supply," municipal officials stated.
According to the proposal, 15% of the additional residential building areas will be allocated for affordable housing. The Niva Gat Rimon complex is slated to include about 50 affordable apartments, roughly 22 more than previously planned, while the Hassan Arafe complex will feature 30 units.
