Israeli businessman Bebo Kobo has secured approval for Tuscany, a massive $19 billion real estate and hospitality mega-project spanning 920 dunams in Orlando, Florida.

Israeli businessman Bebo Kobo is expanding his real estate portfolio in the United States with a massive $19 billion mega-project in Orlando, Florida, named Tuscany.

The approved master plan spans approximately 920 dunams in the Shingle Creek area near International Drive. The project will feature 4,814 residential apartments, 1,291 hotel rooms, and approximately 60,700 square meters of commercial space, combining luxury branded residences, hospitality, retail, and dining.

Vision and Strategic Location

The development is situated near Orlando's major tourist attractions, including Walt Disney World, Universal Studios, and the Orange County Convention Center. Kobo noted that the nearby Simon Outlet attracts around 30 million visitors annually, while Orlando as a whole hosted approximately 76.7 million visitors in 2025.

"My vision is to combine the sparkle of Dubai, the luxury of Beverly Hills, and the style of Miami with the parks and nature of Orlando," Kobo said. "We fought for this plan for years and did not give up even when it was rejected."

Long-Term Development and Approval

Between 2014 and 2021, the developers consolidated 144 separate land parcels into a single site, which the company currently estimates is valued at about $1 billion. Following an initial rejection in May 2025 and a subsequent redesign, the Orange County commissioners reversed their decision and approved the revised plan on September 29.
