Israel is exploring the implementation of a streamlined regulatory track for autonomous vehicles to overcome significant barriers hindering technological innovation and foreign investment in the sector. A draft report published by an inter-ministerial team emphasizes that outdated regulations, such as the mandatory requirement for a human driver with hands on the wheel, stifle the development of self-driving technologies.

The inter-ministerial team, which includes representatives from the Ministry of Justice, the Israel Innovation Authority, the Better Regulation Department at the Prime Minister's Office, the Ministry of Finance, and the Ministry of Innovation, Science and Technology, focuses on addressing over-regulation. According to the document, traditional laws designed decades ago fail to accommodate modern technological advancements, placing heavy burdens on developers during early research stages.

The report highlights several regulatory bottlenecks, noting that rules permitting only human-driven vehicles block autonomous innovations, rigid traffic light regulations prevent the deployment of smart traffic systems based on real-time flow, and traditional taxi licensing laws hinder shared mobility solutions. To counter this, the report reviews the progress of the regulatory "sandbox" framework operating since 2017, which has granted exemptions to six companies currently testing 300 autonomous vehicles across Israel under the supervision of an inter-ministerial committee including the Israel Police and Netivei Israel.

To foster future development and enable trials without accompanying safety drivers, the inter-ministerial team outlines three strategic regulatory alternatives. These include targeted legislative amendments providing specific exemptions for technological testing, empowering regulators to establish government-backed sandboxes through temporary decrees, and enacting comprehensive framework legislation for regulatory experimentation.
