After a year and a half of discussions: Russia reorganizes presence in Syria
The two Russian bases in Hmeimim and Tartus in western Syria will be reorganized under a new agreement. The memorandum sets a three-month timeframe to transition these facilities into joint training centers.
The Syrian Ministry of Foreign Affairs announced today that Damascus and Moscow have reached a memorandum of understanding regarding the reorganization of Russia's presence on the Syrian coast, following approximately a year and a half of negotiations.
According to the Syrian Foreign Ministry, the memorandum outlines the next phase of relations between Syria and Russia and includes the reorganization of the two Russian bases in Hmeimim and Tartus.
Under the agreement, Syria will take over the management of civilian facilities, primarily the airport in Hmeimim and the commercial pier at the port of Tartus, to gradually prepare them for integration into the civilian system.
Regarding the military facilities, the memorandum stipulates that they will become joint training centers. According to the Syrian side, this arrangement will preserve the mutual interests of both countries. The memorandum sets a timeframe of up to three months to complete the process.
