1 in 5 Reservists Won a 'Discounted Apartment': Results Published
60% of the winners in the 11th 'Discounted Apartment' lottery are reservists. The Ministry of Construction and Housing has begun notifying 7,922 winning households, with 4,734 reservists securing a win—a success rate of nearly 19% for that group.
Reservists have emerged as the most prominent group in the 11th lottery of the 'Discounted Apartment' program, accounting for approximately 60% of all winners. This morning, the Ministry of Construction and Housing began sending notifications to 7,922 households, granting them the opportunity to purchase an apartment at a discounted price across 19 different localities.
Low Overall Success Rate
A total of 114,848 eligible households registered for the lottery, generating approximately 1.7 million individual project entries. Because participants were permitted to register for multiple projects, the number of entries far exceeds the number of households. Consequently, only about 6.9% of registered households won an apartment, leaving the vast majority of applicants without a win.
A central feature of this round was the preference given to reservists. For the first time, under the 'From Reservist to Key' initiative, about 50% of the available apartments were allocated to them, with half of those specifically reserved for combat soldiers per the Israel Land Council's decision.
Out of 25,394 registered reservists, 4,734 won, representing a success rate of approximately 18.6%—nearly one in five. This rate is significantly higher than the general lottery success rate due to the dedicated allocation.
Winner Breakdown
Although 50% of the apartments were pre-allocated to reservists, their share of total winners reached 60%. This is because reservists were eligible to win both within the dedicated quota and the general lottery pool. Of the 7,922 total winners, 4,734 are reservists, while the remaining 3,188 belong to other eligible groups.
The lottery included projects in 19 localities: Rishon LeZion, Ashdod, Beit Shemesh, Rehovot, Hadera, Kfar Saba, Kiryat Gat, Nahariya, Eilat, Ma'ale Adumim, Yehud, Yokneam Illit, Kadima-Zoran, Kafr Manda, Mazkeret Batya, Rechasim, Beit Dagan, Bnei Ayish, and Bat Hefer.
The lottery was conducted via a computerized system under the supervision of a certified accountant and the Ministry's Lottery Committee. Notifications are currently being sent via text message. Winning grants the right to proceed with a purchase, subject to availability and the order of selection. Lists remain subject to change should winners waive their rights or fail to meet eligibility requirements.
